Justified decision, or cruelly unfair?

Over the weekend, the U.S. Figure Skating Championships took place and favored Ashley Wagner finished out of medal contention. Many, if not most skating enthusiasts believed that the US Figure Skating Association would choose its three Sochi Olympic qualifiers from the three medal winners. However, when the selections were announced, Wagner was in and bronze medalist Mirai Nagasu was out. Did they make the right decision, based on Wagner’s body of work, or was this a mistake?
